Summary:Upstream oil and gas still remains to be excellent and the holder of an important role in contributing or contributing to the national economy, but along the way, the conditions in the upstream activities of oil and gas is currently filled with challenges, especially related activities oil production, operating costs, procurement of goods / services in the Oil and Gas (O&E). Because of this, the Government in this regard was appointed by BPMIGAS as executor of the O&E continued to make real efforts to maintain or increase revenue for the state and also the benefits to the national economy of these activities, as well as the effort is expected to realize the vision set by BPMIGAS. Research conducted has the objective to identify core values that should be owned by BPMIGAS and identify as well as analyze the factors both internal and external activities of O&E, then arrange the steps and recommend strategies to support the vision of BPMIGAS. Management approaches to strategy or analysis technique used in this study is a core competency analysis, SWOT analysis, balanced scorecard and key performance indicators (KPI). Based on the analysis phase, it was identified that core competency which is a musthave by BPMIGAS are Service Excellence, Technology, Safety and Continuous Improvement, while from the SWOT analysis, it was obtained that BPMIGAS position is in quadrant I so it needs to support the policy of aggressive growth (Growth oriented strategy) in realizing the vision of BPMIGAS, it is based by 9 strengths, 5 weaknesses, 8 opportunities and 5 threats owned by BPMIGAS. The results of Internal Factor Analysis Summary approach (IFAS) and External Analysis Summary (EFAS) found strategic plans include the acceleration of production and development of human resources, further implementation of the Balanced Scorecard and Key Performance Indicator (KPI) is obtained based on the performance indicators of a slowdown among other strategic plans of KKKS rate of decline in production and acceleration throughout the approval process so as not to interfere in BPMIGAS operations in KKKS.
