Summary: | The states strategy in the defense and security department today is
different to the series of previous history. In the 1950's, almost every state in the
world was improving security and defense strategies as a react to nuclear weapons
development. The threat of nuclear weapons was growing effectively until the end
of Cold War. After the Cold War, a new paradigm in security and defense
strategies changed in accordance with the development of information technology.
Today each state set up some strategies better than previous years. This changing
showed us that the technology development in globalization era is increasingly
opened up to a variety of threats to national security through information
technology such as internet.
The national security means the efforts to protect the state both visible and
invisible assets such as national infrastructure, motherland, and the public by
military. However, the national security concept generalization has its meaning
today as attempts to protect national assets also involved in the information
systems operations and knowledge based on technology. Nevertheless, the
national security affair is extended from the real world to the virtual world so
there is a new threat to the national security system that is Cyber War and every
state are competing to win the Cyber War.
The destructive power of cyber threat has reached a direct stage and
serious on the national security systems. Thus, Cyber Terrorism or Cyber War is
no longer became a threat in the virtual world, but also a real threat and it has a
direct impact on national security. In this context, it can be said that information
technology has become a part of security system today. Based on this perception,
the author would like to explain the clear concept of Cyber War and the states
preparation can be analyzed and compared. Besides, this thesis intend on giving
some basic knowledge and understanding widely about Cyber War. Through this
study, the author want to provide a preventive solution that help to manage a
national crisis effectively and carry out Cyber War more efficiently and actively.
