government agencies to utilize information technology, which are classified into four
levels. The first level is the publication of the information through the website. The
second level is the interaction between society and government offices. The third level
is the community of users can conduct transactions with government offices mutually.
The fourth level is the integration across government offices. E-gov Sidoarjo regency
government is still classified at the first level, there is a website that contains
information about the local government district of Sidoarjo. Most of the departments /
agencies in Sidoarjo regency government already has applications to support daily
operations, so that the database is available in each department / agency but applications
and data on each department / agency may not communicate with each other because of
the platform that is used by every department / body is very diverse. Desired end goal is
e-Government at the establishment, so that not only serves to disseminate information
but it also features public service transactions necessitating the application and data
interoperability between Department / Agency.
Service Oriented Architecture (SOA) is a framework that has the properties of
loosely coupled (low-level dependencies between components), highly interoperable
(high information exchange capabilities), reusable (can be reused), and interoperability
(can communicate across platforms). Thus SOA platform capable of connecting
diversity without the need to make changes to the application and the database in each
Department / Agency.
Research conducted using the methodology Shared service life cycle (SSLC).
Beginning with the identification of business processes to find harmony between the
desire and purpose of the Local Government Sidoarjo. Identification results were then
analyzed to produce a model of e-gov comprising 3 layers. Outermost layer is a portal
that can be accessed directly by the public. The innermost layer is the application and
the data belonging to agencies / bodies. The two layers are connected by a middleware
application that was built using SOA. Application middleware consists of two parts,
namely a shared service that is used to accommodate the public service nature of each
department / agency and data middleware that is used to hold the data / information is
public in the XML format of the Department / Agency. Based on these models is then
performed design and prototype development of e-gov. The results were evaluated using
a development approach based on Black box testing scenario some cases.
The test results show the research produced a prototype e-government at the level
of consolidation, marked by a feature of public service transactions. Research shows
SOA technology can improve the cohesion and interoperability of data / applications
between Department / Agency with the smallest risk. |
