bureaucracy � to improve their performance, has relatively implemented by
developing countries. However, the common problem is that the political and
social conditions in every country are different, which often cannot be resolved by
one panacea for all the �bureaucracy�s diseases� for all countries. There is a need
to carefully take into account the core problems that exist within bureaucracy in
each country that impede effective public policy and constrain successful
development.
The case of Indonesia bureaucracy is chosen because since the collapse of
the authoritarian Suharto regime in 1998, the new government has pronounced to
perform a new system which regards citizens� rights and upholds better
governance by implementing bureaucracy reform. However, the recent situation
shows that the desired bureaucracy still does not exist, due to � according to
surveys by international non-governmental organizations � the inefficiency, nontransparent,
and unaccountable of the bureaucracy. In order to reveal the core
problems within the �practice of governance�, the case of the Anti-Poverty
Program project in Malang City was selected because this project had low
performance, in terms of the small number of the poor people who can continue
their productive economic activities. The objectives of this study are identifying
factors which emerged during the process when the project was implemented in
which most fish farmers failed to continue their fishery activities in the Anti-
Poverty Program, and revealing how local bureaucracy managed their institution
on a daily basis and discovering the connection between these findings with the
weak performance of bureaucrats in delivering public policy.
The result of the analysis discloses the core problem in the �governance� of
local bureaucracy that affects the performance of public policy is the poor
customs that are entrenched among bureaucrats. These customs are reproduced
continuously in long term and become unwritten or informal rules inside the
bureaucracy. As a result of the unwritten or informal rules in bureaucracy is the
ineffectiveness of government projects because the bureaucrats trapped in an
underdeveloped system that permits unwritten or informal rules to dominate
regardless of accountability, transparency, predictability, and participation.
For recommendations, in order to totally change the low performance
bureaucracy into one of high achievement, a credible commitment of political
authority both in national and local scope is needed. First is to reform government
employee rules by forming fair and clear laws and regulations which enabling to
generate professional, honest, and responsible bureaucrats in a conducive
bureaucracy system under accountable, transparent, predictable, and participationoriented
conditions. Second is to conduct a massive reform in bureaucracy�s
human resources to get rid of the incompetent and poor commitment leaders by
re-selecting the top and middle managers in a transparent and fair system applied
by independent body outside government structure to avoid the intervene of
financial and political interest in selecting public officers. |
