influenza caused by H5N1 virus has emerged in urban and peri-urban areas since
2003 in Southeast Asia, including Indonesia, and has rapidly spread throughout
the world. To contain AI disease from further dispersal, Central Government
introduced a program of �Community based vaccination program of Avian
Influenza� to vaccinate all the poultry in the community level besides to the
community awareness campaign of AI disease. One of the purposes of the
community awareness campaign is to increase the achievement of the vaccination
program at the community level. However, in fact not all of the poultry keepers
participate in the program.
This research is an explanatory research, trying to explain why
community-based vaccination program of AI introduced by government is not
widely accepted by community. Quasi experiment is utilized as a technique in
order to study the effectiveness of the campaign. Two locations were selected, one
as control group while the other as treatment group. Samples were selected by
random sampling and data were gathered through survey using close-ended
questionnaire before analyzed quantitatively using SPSS.
The analysis results confirm that there is a relationship between
community awareness campaign and the achievement of the program and that the
location with community awareness campaign gain higher result than the location
without community awareness campaign, in term of number of people
participating in the vaccination program by having their chicken vaccinated.
However, since the two locations are not comparable, it could not be verified in
this research that community awareness campaign is the only factor influencing
participation in the vaccination program. Other factors like occupation, education
level, and number of chicken might have influence on the decision to participate
in vaccination program.
The study findings reveal that timing invitation is indeed one of the factors
influencing the participation of the poultry keepers in the community awareness
campaign. Furthermore, the individual factors significantly influencing
respondent�s participation in community awareness campaign are level of
education, occupation, number of poultry and position in the family. Respondents
participating in the awareness campaign were those with the characteristics of
woman, relatively young and highly educated, high knowledge on vaccination and
have more than 10 chickens.
Meanwhile, occupation, level of education, respondents� location, and
number of poultry individually have significant influence on decision to
participate in the vaccination program. Education level is the only variable from
the assumed indicators that has influence on the decision to participate in the
vaccination program. The higher the education level of the respondent the more
probable the respondent participates in the vaccination program. The reasons for
the respondents in the control group to participate in the vaccination program are
the number of poultry they have and notice the information about vaccination
program from other resources.

a quality and effective awareness campaign. Awareness campaign should target
specific group with the invitation that can meet their time. In addition, awareness
campaign should also use variation of media and communicate the message with
the technique that the audience can understand. The government should also pay
attention to include low educated people in the awareness campaign using
different method of communication and specific media.
