| description | The evaluation plan of regional development is one of the urgent elements in
implementing the regional planning development. This research aimed at: (1).
investigating to describe the process of applying the RPJMd to RKPD and from
RKPD to APBD in regional office of Soppeng, (2). To investigate the consistency of
the program in the regional development plan in Soppeng, 3). Finding the factors
which influence the consistency of the program of RPJMD to RKPD and RKPD to
APBD in Soppeng regency at Public Infrastructure Department.
The method applied in this research was qualitative by using educative mind
deductively. By involving the empiric facts investigated in the fields of the research
deal to the RPJMD in Soppeng Regency 2005-2010. The analysis method used is the
content analysis from the RPJMD document and data analysis is found in the research
field.
Technically, the process of RPJMD arrangement based on the issue of the
decree of the Home Affair number 050/2020/SJ/ 2005 concerning to the guideline of
the document of RPJPD and RPJMD. The application on each article in RPJMD was
found there remains inconsistent based on its territory concept.
In applying the RPJMD into RKPD still remains the inconsistent, where
some program found in RKPD but not in RPJMD, in 2009 there was about 12,50% of
the program which was not coped in RPJMD. The factor of this inconsistency it was
because: 1) human resource was limited, 2). Coordination. The inconsistency of
RKPD in APBD in Soppeng Regenncy during 2009 was about 60%, 2010 about 50%,
and 2011 about 14,28%. And those causing the inconsistency are: 1). Human
resource, 2). Coordination factor, 3). Politic factors, 4). Policy, 5). Nature, 6).
Budgeting factors. |
