guidance, the author has been able to complete a thesis entitled "Optimizing the
Implementation of Special Autonomy Policy in Support of Regional Security in
the North Aceh Regency". The purpose of this thesis is to determine how the
implementation of policies, constraints and strategies to implement autonomy in
supporting resilience in North Aceh region. Research method used is descriptive
analytical juridical is a method to describe and analyze the data obtained in the
field in the form of secondary data in the form of literature, legislation, references
and other reading materials. The study was conducted based on theory or
qualitative research methods. The selection of qualitative methods is the
consideration that at the time of the study the problems found in the field at the
time of the study will be constantly changing and evolving and expanding and
dynamic nature.
Memorandum of Understanding to Helsinki were followed by the
publication of Regulation Number 11/2006 of Aceh Governance has brought
about positive changes in the political, social, economic, and awakening a sense
of security and peace in Aceh a wide influence on the developments of
community life. But unlike what happened in Aceh Utara, the increasing numbers
of poor people. Based on Badan Pusat Statistic (Statistics Board Center) data
collection in July 2009, the amount of poverty in the North Aceh recorded at
70.73%, much different compared to the poverty in the North Aceh in 2006,
which is 51.96%. In this case the implementation of special autonomy in the
region in supporting resilience North Aceh district in Aceh province has not
performed optimally.
Not optimal in North Aceh special autonomy, the main obstacle is the
problem of inadequate human resources, including the leadership of the chief
problem areas must be put priority of welfare sector development, education and
health. Therefore, to speed progress up towards the North Aceh in need of
facilitating quality improvement personnel, through a variety of education and
training, in addition to accelerating the process of finalizing Regulation
unresolved. In this case I suggest to the government, especially the North Aceh
District, first, autonomy necessarily need to be socialized, it is understood,
supervised and evaluated |
