Summary:The main purpose of this research is to study Organisational Behavior in order to Improve the Bureaucracy Working Quality in Regional Obligatory/Optional Function Directorate and Capacity Building and Regional Autonomy EvaluationDirectorate of Regional Autonomy Directorate General of Ministry of Home Affairs. This research focus on how to answer research question about how far did the Organisational Behavior Improves the Bureaucracy Working Quality Effectiveness in Regional Obligatory/Optional Function Directorate and Capacity Building and Regional Autonomy Evaluation Directorate of Regional Autonomy Directorate Jenderal of Ministry of Home Affairs. Through a qualitative approach is an instrument to gather, process, analysis, interpretation and to verify each data and information. Participatory observation is conducted on real time events, such as: observing the organizational behavior from the human resources aspect, contingency, productivity, motivational system and leadership. In addition, observation can be implemented towards reliability and logical abality. The research object is �Regional Obligatory/Optional Function Directorate and Capacity Building and Regional Autonomy Evaluation Directorate of Regional Autonomy Directorate Jenderal of Ministry of Home Affairs�. This research studied on Organisational Behavior to improve its performance by studying the Regional Autonomy Directorate General Strategic Planning Performance Targets. The data and information gathered from observation and in--�depth interviews on informant are enriched and fitted in a documentation. Then, the data and information validity and reliability are clarified, described and verified with social science and government science theory to justify the researcher answers on the research question. The result showed that the Organisational Behavioral has not yet succeeded in improving the Bureaucracy quality of work and there for failed to meet the Strategic Planning performance targets. The Target was not achieved because of the quality of human resources is still low, unsynchronized job description between Minimum Service Standard as a part of Regional Obligatory/Optional Function Directorate and Reporting as a part of Capacity Building and Regional Autonomy Evaluation Directorate which described in contingency dimension. In system dimension, there�s no punishment and reward system as a performance consequences, Although on the dimensions of motivation and leadership is considered quite good.
