Summary: | As known that an organization comprises culture and structure. The focus
is heavily on restructure of the organization rather than on culture within the
organization. The culture being studied in this dissertation is bureaucratic culture
ewuh-pakewuh while the structure being studied is internal control system. Due to
any possibility of corelation between bureaucratic culture ewuh-pakewuh and
internal control system, hence this research is important to be done in order to
make a mapping how bureaucratic culture ewuh-pakewuh can affluence the
effectiveness of internal control.
This research using both quantitative as well as qualitative method
(mixed methods). By using quantitative approach, the researcher make surveys
by using questionaires to employees with stratification of echelon 2,3,4, staff and
auditors as unit of analysis in Kementerian Hukum dan Hak Azasi Manusia, and
Kementerian Tenaga Kerja danTransmigrasi as well as Badan Pengawas Tenaga
Nuklir (BAPETEN). Beside that, qualitative approach supports quantitative by
conducting focus group discussion in Kementerian Hukum dan Hak Azasi
Manusia as well as in-depth interviews in Kementerian Tenaga Kerja dan
Transmigrasi and Badan Pengawas Tenaga Nuklir (BAPETEN) with unit of
analysis of employees with stratification of echelon 2,3,4, staff and auditors.
Kementerian Hukum dan Hak Azasi Manusia, Kementerian Tenaga Kerja
dan Transmigrasi and Badan Pengawas Tenaga Nuklir (BAPETEN) in this case
play role as cultural units representing 67 cultural units of ministries and agencies,
and consequently analysis made on culture level not on individual level. Based on
analysis coming from statistical data, focus group discussion, and in-depth
interviews, empirical condition stated that bureaucratic culture ewuh-pakewuh is
still exists in bureaucracy and actually the effect of this one can threaten the
existence of bureucratic organizations due to fraud and misuse of power by key
person of bureaucrats as a results of ineffective both risk assessment and
monitoring. Bureaucratic culture ewuh-pakewuh could be minimized or reduced
by developing conducive leadership done by the superiors toward the subordinates
simultant with the implementation of regulation namely formal, impersonal, and
rational policies, sound rules as well as sound procedures.
