Summary:The government has published MDGs program as an effort to develop pure water service in the city and in the village. To achieve this program engage all stakeholders, such as government, PDAM and society. The objectives of this present study are to identify factors that cause discrepancy between poor and rich, those are institutional arrangement (institutional rules, human resources and financial), delivery mechanism (efficiency, effectiveness and justice), effect, respond and user adaptation. The present study is conducted in Citaman village, Pangkalan Sub district and Cikeuting Village, Telukjambe sub district, Karawang regency. Citaman village gets water supply from PDAM and Cikeuting Village is supplied from SPAM. The data collection method of this research is by allotting questioner and doing interview to PDAM and SPAM customers. The Analysis method of this research is conducted based on primer and secondary data obtained from pure water infrastructure organizer and other instances. The present study indicates that pure water infrastructure utilization by the majority of society in the study area is for fulfilling household need. The service of Cikeuting village reaches 26, 45% while Citaman village is 58, 53%. The consumption level of Citaman is 83 litter/person/day, while in Cikeuting is 48, 38% litter/person/day. The efficiency of SPAM management is Rp 334/cubic meter with water usage level 100% respondents below 10 cubic meters per month, while PDAM efficiency is Rp 112/cubic meter with usage level 100% over 10 cubic meters per month. From the management side, SPAM is more efficient than PDAM, but PDAM is more possible to have cost recovery than SPAM. Both of infrastructures are quite effective in producing water because it is not appropriate with consumer need, so the society needs expenditure allocation for additional water It can be concluded that PDAM consumers in Citaman and SPAM consumers in Cikeuteng adapt with quality restrictiveness and water distribution continuity by utilizing refill water and preparing water shelter. Poor societies of PDAM/SPAM consumers do not get justice, because tariff and water usage of poor are same as rich. It shows that government does not give respond the increase of work ability and the development of SPAM/PDAM service area.
