| description | Generally, Final Waste Processing Sites (FWPS) have not fully become
final waste processing sites yet. In many cases, the existence of a FWPS results
in many problems, such as conflict of interest, reduction in environmental quality,
and community refusal to such sites. In September 2009, the Government of
Kulon Progo Regency established a Final Waste Processing Site in Banyuroto as
a result of the termination of the FWPS in Ringin Ardi. In fact, the FWPS in
Banyuroto has resulted in environmental changes in that area.
The study aims to explore perception, response, and adaptation strategy by
the community who lived around Banyuroto FWPS. This study adopted an
approach to inductive qualitative to explore qualitatively every finding in the
field.
The study found two kinds of community perception, namely positive
perception and negative perception. The positive perception was caused by the
fact that the FWPS had given both economical and environmental benefits to the
local community. On the contrary, the negative perception was caused by the bad
impacts of the implementation and operation of the FWPS which was considered
causing disruption to the environment and health, and inflicting economic loss.
Related to the community response, the study found two categories of response,
namely approval response and refusal response. The approval response related to
the existence of the FWPS. The refusal response can be classified into two
categories, namely refusal to the management of the FWPS and refusal to the
existence of the FWPS. In addition, the refusal response can be classified into
active and passive refusal, so called staged (cascaded) response. The staged
response was influenced by the Javanese culture, environmental situation and
condition, public figure, experience, and age factors. The final finding of the
study was adaptation strategy which can be classified into behavioral adaptation
and withdraw or avoiding the site of the FWPS. |
