Summary:This research discusses on the implementation of the principal roles and functions of Asset Management Division of District Secretariat of Indragiri Hulu Regency which is charged as asset manager subsidiary of Indragiri Hulu regency. The purpose of this study was to evaluate the implementation of that principal roles and functions and to analyze the obstacles faced on implementing the principal roles and functions of Asset Management Division of District Secretariat of Indragiri Hulu Regency. Implementation evaluation of principal roles and functions along with the analysis of the obstacles encountered when performing principal roles and functions applied in each Sub-Division using techniques such as distributing questionnaires, interviews and behavioral observation of the research subjects. The analytical tool used is descriptive qualitative. The results showed that the implementation of the principal roles and functions in each Sub-Division varies. Requirement Analysis Sub Division reached 79 percent, 90 percent in Procurement Sub Division, while 28 percent in Distribution and Management Sub Division. Some of the principal roles and functions that can not be done well is related to the field of storage, distribution, administration, utilization, and maintenance, assessment, elimination and regulations-making as a fundamental phases in that property region management. The constraints faced by them that caused the roles and functions not implemented yet are the weaknesses and lacks on the factors related to the ability to perform the roles and functions such as ithuman resources, availability of facilities, motivation, employee understanding to their duties and functions, lack of coordination, unequal workloads, lack of discipline and explication and firmness of the job descriptions itself .
