| description | This study aims to evaluate provisions and implementation of on call fund
(Dana Siap Pakai (DSP)) allocation in order to examine why the amount of the
allocation was smaller than the actual needs and the approval of the allocation
addition run slowly, and to identify whether the use of such funds for emergency
responses to the cold lahar disaster of Mount Merapi has been in accordance with
the provisions. This is qualitative research employing case study approaches,
conducted through documentation and interviews.
DSP which were initially provided through the budget of the National
Disaster Management Agency (Badan Nasional Penanggulangan Bencana
(BNPB)) in the Budget Section (Bagian Anggaran (BA)) 103 all this time was
insufficient to meet the needs for emergency disaster management. To cover the
shortage, BNPB proposed addition through BA 999.08 taken from the disaster
contingency funds available from the Minister of Finance. Based on the findings
of the research, it was concluded that DSP allocation was small because at the
time when the budget was formulated, the amount of the funds needed for
emergency disaster management that were about to perform were unknown. In
addition, the DSP budgeted from BA 103 was mainly reserved to finance smallscale
and recurrent disasters such as floods, droughts, landslides, and cyclones
that occurred in the early to mid-year. DSP allocation was slow due to the lack of
rules that could control the process of revising concerning the addition of the
budget limit to the needs of disaster management in the emergency period. The
use of DSP in the case of emergency management of cold lahar floods after the
eruption of Mount Merapi had not fully met the usage requirements related to the
terms of usage concerning type, time and procedure of the use. |
