Structural model of the causal relation among aspects studied was constructed based on the theory. The empirical study was conducted as a qualitative research with one-shot method. The data in the research was collected from respondents in the urban centre of Kebumen City by quota sampling. It was analyzed by descriptive statistical method using SPSS software and structural equation model using AMOS software. Research Results. Meanwhile, the most of respondent has unfavorable behavior to the participation aspects. Behavior is influenced knowledge and attention directly. Knowledge has positive and significant effect to behavior with CR value of 2.225 and regression coefficient of 0.222. Meanwhile, attention shows positive and significant effect to behavior with CR value of 2.202 and regression coefficient of 0.194. In this study, perception has dissociation to behavior.
