Summary:The objective of research conducted are: 1. Implementation of international relations theory into the practice of relations between nations in the sub-regional IMT - GT on the tourism sector. 2. The role of three countries actors who are members of the IMT-GT sub- field of tourism. 3. How do the three countries included in the IMT - GT field of the tourism sector to overcome internal and external problems faced by a 20-year collaboration. This research is conducted using qualitative research method that reviewed through literature & internet reference reference documentation of documents related to the ASEAN regional cooperation and sciences related to the tourism in the three countries economic cooperation growth in the IMT-GT. The results of this study are : 1. The theory of international regimes relevant in this case the interests of the common interest Actor establishing the IMT - GT sub-field of tourism. 2. IMT - GT Sub Division of Tourism has not achieve its objectives with many constraints faced by many programs and plans that do not work. 3. The role of government and the private sector is a determinant of the success or failure of the tourism sector cooperation. The development of this partnership needs the efforts of all parties, it is necessary for local infrastructure improvements from the government to attract private investors who could potentially build facilities in these areas.
