description Reengineering and planning new businesses by optimizing the role of Information Systems and Information Technology is an attempt to optimize organizational performance and create competitive advantage, which can provide more value in the context of business competition for both private and public sectors. This study aims to develop a strategic plan to make the modeling of information systems and information system architecture priorities of the organization Center for Research and Development of Communication and Information - Medan. Planning begins with defining the business functions of the organization by using value chain analysis and the use of McFarlan strategic grid applications portfolio to a portfolio and determine the order of priority of the development of information systems. Zachman Enterprise Architecture Framework is used to model the priority of information systems architecture that have been in the portfolio information system, using Zachman top four perspectives (planner, owner, designer and builder) as well as the six abstraction / detail (data, function, network, people, time and motivation), and supported by the Unified Modelling Languange (UML) to translate the intent and purpose of each Zachman cell. The results illustrate that there are eight functional areas of business are divided into four major business functional (primary activities) and four functional business support (support activities) will be the candidate information systems. Preparation of the application portfolio based on the priority of interests and role in the organization and directly influence the business process. Study of information systems and public issues is an online media candidate information system development priority early, because of its role in supporting the vision and mission of the organization.
