the policy that is possible to accommodate the group interests � that are religious
groups-- connected related to the identity and the problem of majority and minority
relationship. Two of those wisdoms policies are the joint regulation between Minister
of Religious Affair and the Minister of Internal Affair number 8 and 9 in the year of
2006. The regulation mentioned it is about the orientation of the local leader in
managing the harmony of religious community members, in making the concord
forum of religious community members, and in establishing the house of worship. In
the process of formulating, this policy has caused huge polemic among the members
of religious community related with the issues of freedom in possessing a religion,
the permit for establishing religious places, and the minimal requirement limitation of
establishing the religious places. The polemic toward the policy has been constructed
from the protests heaviness toward the similar policy of SKB 01 1969. The protest
has been emerged among several religious chambers who considered disadvantages
of that policy, for it caused several various problems appeared.
It is interesting to observe a policy formulation process that involves the policy actors among religious group. That is because few of those policies related of how to organize the religious life or the one to be aimed to regulate the religion diversity in Indonesia that often reap produced pros - contras and polemic in the society generally, and among the religious groups in Indonesia particularly. For that
reason, this study of policy formulation process used the public policy analysis to
answer these questions of: (1) why the government delivered the PBM no. 8 and
