| Summary: | This Research was done in IV Gupit Hamlet, V and VI Siliran Hamlet,
also in XVII Imorenggo Hamlet, Karangsewu Village, Galur Sub-District, Kulon
Progo Regency where there has been happening conflict because of mining plans
and iron sands processing. The informants of this research are coastal people and
local government of Kulon Progo Regency, JMI (Jogja Magasa Iron) Limited
Company, PPLP and External party. The aim of this research was to know the
meaning of conflict among coastal people. So, this research method is qualitative
with interpretative descriptive approach. Meanwhile the interpretation of the result
used dramaturgy theory by Erving Goffman.
Horizontal conflict among coastal people seems like theatrical drama. In
the back stage, the actors are constructing pro people and contra people. Mining
pro actors consist of Kulon Progo Regency Local Government, JMI Limited
Company and their colleague, it is Tim Delapan and Alliance. Whereas the contra
actors are consist of LSM (Non Governmental Organization), political party, and
academician. The actors do collaborative manufacture for creating definition of
circumstances and role. Firstly, JMI Limited Company and Government do
collaborative manufacture by make regulation protection that manage and give
law power toward mining plans and iron sands processing. That regulation
includes Contract of Work, RT-RW (Spatial and Territories Local Regulation),
and AMDAL (Environment Impact Analytical). Secondly, Local Government
creates circumstances definition in their area that SKPD (Regional Work Units)
must support the mining plans and iron sands processing. Thirdly, Local
Government and JMI Limited Company socialized mining plans and iron sands
processing in the coastal area. This socialization do for build pro mining people�s
role. JMI Limited Company ask apart Tim Delapan and Alliance for succeeding
socialization and build rivals power to face PPLP (Farmers Coastal Land Union)
all at once.
On the other hand, mining contra actors do provocation toward PPLP to
refuse the mining. At the beginning, that effort was succeed. But as long as time
runs, PPLP has been seceding from external influence because they feel that
external party take the benefit off from them just to reach the external party affair.
Nevertheless, among coastal people horizontal conflict still perform in front stage.
The performance setting was coastal people life post iron sands conflict where
coloured by coastal social community disintegration. Pro people become pro
actors representation and contra people become contra actors representation. They
both show the personal front with contradiction each other style. However,
horizontal conflict which is social disintegration just happens in social
relationship between pro people and contra people, and social institution domain.
Meanwhile, inter individuals social relationship still integrated. So, horizontal
conflict is not substantively conflict because it just vertical conflict representation
that made by elite. Iron sands conflict is conflict affair of elite that based on
production economical resource.
