| Summary: | In the process of planning and development,community participation must
be given a priority, in order to make the expected impacts and benefits meet the
real needs of the community. Community participation in planning is
accommodated through the development planning forums (Musrenbang).
Development planning forums are held as a tool for bringing together government
programs with the community�s expectation. However, successful development
planning forums that held every year is essential in identifying the real needs of
the community is still questionable. There are different problems encountered in
each level ranging from village development planning forums, districts
development planning forums, sector forums and regency development planning
forums.
This study is aimed to evaluate the process of development planning
forums in Sumbawa Regency Government, identifying problems that arise in each
stage of development planning forums and to identify factors that causes the
arised problems in the process of development planning forums. This research
uses a deductive approach, as the method of evaluation. This research was guided
and framed by a Joint Circular of the Minister of National Development Planning
/ Head of Bappenas and the Ministry of Home Affairs 050/264A/SJ and
0008/M.PPN/01/2007 in 2007 on Technical Guidelines for implementation of
development planning forums year 2007 as well as theories related to the study.
The research focused on the process of development planning forums Sumbawa
Year 2012.
The research found several problems in the process of development
planning forums, namely:1) the proposal result of village development planning
forums is not comprehensive
