The research problem is formulated as follows: how is the role of Integrated
Licensing Service Agency of Kupang in implementing easy and quick licensing
service with affordable cost, what are obstacles faced by Integrated Licensing
Service Agency of Kupang in Implementing easy and quick licensing service with
affordable cost, and what are the effort conducted by Integrated Licensing Service
Agency of Kupang in Implementing easy and quick licensing service with
affordable cost.
This research used normative law research with qualitative descriptive
analysis. Data collection was conducted by fieldworks that include interview with
the informants who are relevant to the research object which furthermore was
analyzed using statutory approach, conceptual approach, and comparative
approach as the requirements.
The results indicated that the Integrated Licensing Service Agency Of
Kupang did play its role in organizing licensing service in implementing easy and
quick licencing service with affordable cost. However, there are obstacles faced
by the role of Integrated Licensing Service Agency Of Kupang in implementing
easy and quick licencing service with affordable cost. The obstacles that confront
the role of Integrated Licensing Service Agency Of Kupang in implementing easy
and quick licencing service with affordable cost are the minimum availability of
online information system, lack of human resource improvement in organizing
licensing service, and lack of coordination between several agencies in Kupang
municipality. To deal with such obstacles, the Integrated Licensing Service
Agency of Kupang municipality organized a community-based outreach, to
provide guidance and training to improve the human resources personnel, and to
take immediate action to help the relevant authorities in Kupang municipality to
complete the process of licensing services.
