Summary:The monopoly of access and the excessive exploitation which come from the �Proyek Lahan Gambut� affairs (PLG) of million hectares in 1997 have brought the forest destruction on a large scale in Kalumpang and the surrounding area (Tragedy of the Commons). The management which is trying to be taken over by certain institutions (non-local institution and NGOs cooperating with the governments) still was not able to restore the forest to a better state. Therefore, we need a forest management system which is based on the local institutions and local communities. Therefore, this paper aims to analyze the readiness of the local institutions which is as the organizer media of the forest resources in Kalumpang, as the asset which brings benefits to the people through REDD+ intensive mechanism. By means of a qualitative descriptive approach, this research is more directed to the shape/type and the function/role of the local institutions in the village Kalumpang. The data collection process was conducted through in-depth interviews, direct observation/participant experiment and documentation observation. The performance indicators of local institutional readiness can be measured by looking at the role of local institutions and the task being worked and its impact on improving the people welfare and the existence of the forest ecosystems. Local institutions included in this study are different types of rules either written or unwritten (non-formal)-as well as the local institutions (formal) that take part in the conservation and development of the forest ecosystems. Field findings indicate that the tragedy of the commons problems that tend to drag on and have not found a bright spot due to the differences in concepts and views of the forests as common property resources. Local people as the \\"landlord\\" have technically more capacity to manage and regulate forest resources through local knowledge tend not to be involved other than as providers of labor. As a result, the forest condition has not changed and people feel treated unfairly rank on the existing incentive mechanisms.On the other hand, the fact showsthe society has a set of rules and norms (local knowledge) which are applicable, whether written or oral, as a handle to interact with the environment especially forests. These local institutionsare supervised by the authority of traditional institutions through the custom ministerworking based on the customary laws and sanctions that are binding. These two facts make clear the author assumptions that the institutional preparedness really do not need to doubt. However, the role of government as the presence of state representation and support from non-governmental organizations and donor agencies still needs to ensure the existence of forests in the times to come, especially to prevent the excessive usage of the forest resources (over use) effecting tragedy of the commons. Therefore, related to the REDD + program, there is a need for collaboration or cooperation within the institutional level especially between formal and non-formal institutions, government and non-government, local people and self-supporting institutions. The collaboration is run by providing a full chance to the local institutions to manage and run a local resource management (common pool resources) through either financial support or law support especially about the tenure problems of government and self-supporting institution. This model is expected to raise the local people awareness of the importance of maintaining and preserving forests as an asset that can bring benefits (incentives) not only for today but also for the future.
