| Summary: | This study aims to determine perceptions of the elite about the efforts achieving security and public order in the District of West Bogor. How the district community awareness and orientation toward the West Bogor public order and security elite view of perception, what are the factors that influence the awareness and orientation, and how the efforts made by the elite and the people to create public security and public order.
This study uses descriptive qualitative analysis that is inductive analysis. Qualitative methods are used to determine the significance of the phenomenon in depth (verstehen). This study uses interviews with study research instrument documentation to obtain the data and facts.
The results showed that the awareness and orientation of the people in the District of West Bogor to security and public order is determined by the characteristics of and the public response to its environment. Characteristics of community-oriented western Bogor religious values make the Western Bogor as people who have an active awareness in protecting the environment. In the context of elite and community interaction, social condition of West Bogor district that dynamically create a pattern of interaction is not limited to structural aspects but also pay attention to the cultural aspects particulary among the elite who in addition to acting as an actor with the authority, duties, responsibilites and functions in maintaining security and public order that are legal-rational also serves as a strategic actor in efforts to harmonize social relations in ways according to the characteristics of traditional society.
Some of the factors that influence people�s awareness and orientation of public security and order are socio-cultural factors, economic factors, procedural factors, the experience factor and hereditary factors. Efforts are being made and the elite people in the District of West Bogor for public order and security, among others, through the efforts of early detection, preventive measures and the overall cultural efforts proceed synergistically with the interdependent nature between elite both formal and non-formal with the community, so as to create a pattern of communication that is both aspirational society and institutionalized communication patterns made especially by the elite in District of West Bogor.
The relation of Elite and the people are synergistic. According to the characteristics of the communities supported by an active awareness of the community in maintaining the environment by promoting the common interests ultimately able to realize the security and public order.
