the programs of the Ministry of Health to accelerate the MDG�s 4 and 5 to
eliminate financial barriers and increase access to safe health and delivery, high
quality and affordable cares. Jampersal service package includes antenatal care,
childbirth, postnatal care, and family planning. It is also expected that birth
spacing or the incidents of � 4 too�-- too old, too young, too much, and too close,
were monitored. The purpose of this study was to view the quality of postpartum
family planning and whether it has reached optimum output.
Methods: This study was qualitative research using case study design, and
conducted in Sub-district of Panjatan, Kulon Progo, Yogyakarta. The respondents
were patients who used Jampersal insurance in their 42 days postpartum periods,
midwives, field officers, head of public health centers, and district health office
staff
Results: Only 28.37% of all Jampersal patietns in the 2012 accepted postpartum
family planning. A Qualified counseling conducted by midwives has not been
implemented properly yet, that makes patients become hesitated to determine
postpartum family planning options. Besides that, the regional health insurance
system called Jamkesda also creates confision, because, after delivering babies,
the poor patients have to changetheir previous insurance to Jamkesda system
soon, and there�s no obligation for them to joint the family planning program after
that.
Conclusion: Acceptance of postpartum family planning using Jampersal scheme
was related to the counseling given by the midwives. The local level policy
support is absolutely needed to be in line with the central policy. |
