Summary: | Introduction: Indonesian government launched Jampersal program or labor
insurance in early 2011 aimed to eliminate the barrier of financial for pregnant
woman to receive antenatal, delivery and postnatal care from health workers in
health facilities. This study examines puskesmas which makes efforts on
innovating the health care system based on patient needs, to ensure pregnant
woman receive quality and comprehensive antenatal care.
Method: This research is a descriptive study with qualitative methods using case
study design. In depth interviews were conducted to 16 respondents, consisting of
Basic Medical Section Chief of Sleman Health department, Jampersal Verifier, 1
puskesmas midwife coordinator, 3 private practice midwives, 6 Jampersal
participants. Staf of puskesmas, village midwife and 2 health voluntary.
Observation and document search are conducted to complement the data.
Integration of antenatal care services is assessed from service quality, cost
reduction and the satisfaction of Jampersal participants.
Result: The integration of antenatal care services in packages, include obstetric
and physical examination, dental consultations, nutritional counseling,
psychological counseling and laboratory tests as well as mom class. In accessing
this service package, Jampersal participants is not charged/free. The Jampersal
participants are generally satisfied with this integrated antenatal care services, but
still the speed of service and officers assurance are yet in line with expectations.
There is 417 pregnant women in Moyudan, but only 192 who get the integrated
antenatal care. So the utilities of integrated antenatal care is about 46.5%.
Conclusion: Although antenatal care services integration that occurs between
puskesmas and private practice midwives is about 46,5% of utilities, but with the
implementation of the strategy, can improve the quality of antenatal care services
and cost efficiency.
