authority of the provincial government. The regulation implied that the provincial
government must have field officials as field managers. However, field officials
received improper training due to limited fund and recruitment system. Therefore
the gate operation was not performed based on engineering criterias. The
indicators employed by field officials for gate operation were based on their
experience which was not quantitative. This study aims to determine the
indicators of gate operation and their influence to irrigation adequacy. The method
used in the study was Fuzzy Quantification Theory I to change the data from
qualitative into quantitative values by determining the category weight. The
indicators used were crop water requirements, available weirdischarge, farmers
demand, cropstage, soil type, weather, and rainfall. The most influenced indicators
were cloudiness, the farmer demand, and rainfall. |
