Summary:Stigma attaching to the culture of the Indonesian National Police by the public is still going on, although it has been carried out structural reforms and instrumental. Police often argue that organizational culture is not bad, but there are some actors who have Police behavior contrary to the values, norms, and normative symbol of Police culture (Tri Brata and Catur Prasetya). However, the behavior produced continuously across space and time so that reproduces the structure of which is a metaphor of a Police culture that is not good. The study was conducted from February 2011 to October 2012 using a qualitative approach and critical ethnography, which explores the social phenomenon through the presentation of contradictory forms of various ideas and activities to construct the current police culture. Informants are involved as much as forty-one peoples covers four research areas, namely: Police Headquarters, Police Academy, SPN Purwokerto, and Region Police of Central Java. Supporting data obtained from photographs, films, and historical documents and newspaper clippings containing news Police (2009-2011). Data were collected through deep interviews, observations, and educational activities at the Police Academy and at the police activity of SPN Purwokerto in Region Police of Central Java ranks. The theory used consists of structuration theory (Giddens), the theory of hegemony (Gramsci), self-reflection and critical theory (Habermas). There are three research findings: (1) The constructed structure in the form of organizational culture is unworkable at the Police Academy and SPN with indications of policy actors who deviate mutates into that institution, a position contradictory phenomena actor educators, configuration knowledge professionalism more assignments contained in narrative curriculum compared to normative cultural knowledge Police force, there are some words that have specific meanings and can affect the consciousness of the aspiring actor in the Police Academy and SPN in eliciting the ideas and behavior of the police as an actor
