| Summary: | Nepal had suffered civil war for 10 years, started with the rise of Maoist a
rebel organization from 1996-2006. The process of peacebuilding is needed by
Nepal to build a long term peaceful situation in Nepal, through creating a new
constitution. New constitution is needed to build a legal and formal cornerstone in
building a peaceful future in Nepal. Political party as the main actor in
peacebuilding process does not act according to their roles, which they have to
create a supportive political climate and safe environment. Instead, they involve
themselves in a long term political conflict. Political party fails to manage
integration process and rehabilitation process of ex-People�s Liberation Army
(PLA) soldier, who hindrances the process of making new constitution. Moreover,
Political party also fails to manage the difference in point of view regarding
Federalism point in the constitutional draft. As a result, a consensus cannot be
achieved in the process of making new constitution. Those quarrels between
political parties hinders the making process of new constitution in Nepal and the
process becomes ineffective
