Summary: | Region Middle Term Development Plan (RPJMD) is one of the mandatory
document in the planning process which undertaken by local government. It is
the vital document that determine what kind of the future direction of
development of a region should be. Because as the five-year period planning,
synergies and integration of each Region Middle Term Development Plan
(RPJMD) will be very contributive in the realization of the long-term
development goals in the region. Therefore as a vital document, any
implementation of the Region Middle Term Development Plan (RPJMD) must be
evaluated. So the problems and successes of Region Middle Term Development
Plan (RPJMD) can be identified and used as a reference for the future
development. The focus of this research is Region Middle Term Development
Plan (RPJMD) 2006-2010 period in West Halmahera Regency.
As a new district, West Halmahera has the Region Middle Term
Development Plan (RPJMD) for the first time. It is very essential to review the
extent of the development achievements. There is an indication of the centralized
development, inadequate infrastructures amount, and a very minimal
accessibility. It requires the existence of a evaluation system of the Region
Middle Term Development Plan (RPJMD) which were implemented. Therefore
evaluation was conducted to compare the output of Region Middle Term
Development Plan (RPJMD) with public perception.
Based on the results of this research, it was found that the implementation
process of the Region Middle Term Development Plan (RPJMD) in West
Halmahera must be improved. This thing is in proportion to public dissatisfaction
to the implementation results of Region Middle Term Development Plan
(RPJMD) . Unsuccessful and discontent are constructed by both internal and
external factors. Those results were obtained through in-depth research using
deductive thinking paradigm, it was combined with the qualitative and
quantitative methods.
