| description | The Election of Local Head directly have been done since year 2004 and still
leave over many problemses. Culture of politicy bureaucracy done to win one of the
candidate in election of regional leader make easy bureaucracy to got mixed up with
practical politics which cause a bureaucrat behave not neutral. Involvement of
bureaucracy in election of town regional leader of Pekanbaru give impact for
existence of bureaucracy.
Town of pekanbaru have twice executed election of regional leader directly,
that is in the year 2006 and 2011. Election of year local head 2011 followed by two
candidate couple that is Firdaus-Ayat and Septina-Erizal Muluk which is the each
couple carried by political party aliance. Result election of local head of Pekanbaru
year 2011 won by Firdaus-Ayat sued by Septina so that experience of re-balloting.
Re- balloting happened because collision by bureaucrat of Pekanbaru like head of a
district and head of a village and some SKPD.
Formula of the problem of this research is �Why bureaucrat involve
(unneutral) at election of local head in Pekanbaru City year 2011?�. This research aim
to description bureaucrat motif of Pekanbaru so that got mixed up with practical
politics and behave not neutral in election of local head of Pekanbaru 2011. The motif
is Motif Material (Position, power) and Motif Non Material ( Social Status and
Recompensation).
Method which used in this research is qualitative descriptive analysis with
type research of case study. The relevant and valid data obtained in this research by
primary data (circumstantial interview, observation) and by sekunder data
(documents).
The research result indicate that attitude and behavior of isn't neutral of
moment bureaucrat nearing execution of election of regional leader of Pekanbaru is to
support one of the local head candidate by campaign and usage of state facility.
Abuse of bureaucrat position individually and bureaucracy in a institution is easily
used by power to win candidate. Idealism motif a bureaucrat not be found in
involvement of bureaucrat in election of regional leader in Pekanbaru 2011. However
the material motif for promote and maintain position become motif of bureaucrat of
Pekanbaru to got mixed up with election of local head. Besides that, Motif of Non
Material like social presstige and security become involved in bureaucrat motif in
election of local head of Pekanbaru 2011. Political motif of recompensation by
bureaucrat of Pekanbaru to the superior is the biggest motif influence of desire
bureaucrat to involve.
The involvement of bureaucrat in election of local head town of pekanbaru in
year 2011 and existence of bureaucrat motif to got mixed up with election of local
head not get out of the condition of cultural social, economic social and social of
politics, so that cause behavioral bureaucracy is not neutral. |
