Summary: | Community forestry or HKm is the state forest which its main use that aimed to empower local communities through capacity building and access. The purpose of this study was to understand how the implementation of capacity building and community access in community forestry program, to determine how the degree of empowerment in community forestry program, to formulate scenario policy of empowerment in community forestry program in the future especially in the Banggai.
The basic method that used in this research is descriptive qualitative method. The discussion is conducted to describing the process of empowerment in community forestry program in Banggai using three (3) analysis tools, i.e Analysis Criteria and Indicators of capacity building and community access, Qualitative Analysis of Independent Evaluation (IQE) Fujikake Model and Prospective Analysis (Participatory Prospective Analysis). Data were collected through in-depth interviews, field observations, Focus Group Interview (FGI), a questionnaire with Likert scale methods, and documentation. The experiment was conducted in the village of Nambo Lempek and Koyo'an, Banggai Distrisct during February s/d March 2013. Research objectives are community groups who are members of the Community Forest of koperasi KTHKm Putera Karya.
The results inicated that there was no real empowerment through capacity building and access to the community in an effort to empower forest communities by the state through community forestry schemes in Banggai district. After 13 years of implementation of the community forestry program in Banggai district, the community has not changed much in terms of capacity and access capabilities. So that implementation of HKm be successful, some improvements need to be done with open public access in an optimal and effective, increase capacity and improve management of the community forest communities by developing centers of productive business units around the area HKm, pay attention to the needs of facilities and infrastructure to support community forest management, improve rules regarding tenure clarity HKm to avoid conflict, strengthening community forest management policies to regulate and control the rules and sanctions, as well as strengthening the capacity of communities to pass through mentoring and coaching consistently and continuously to the extent of empowerment and self-reliance.
