Summary:Starting from Javanese Kingdoms to Indonesian government is the span of important periods on how ever changing policy regimes in the history of forest management in Java. But, the implementation of forest resources control and management still maintained today hasn�t been accepted by every party, including the resistance of the forest farmers of Temulus Village, District Randublatung, Blora which is still ongoing. The forest farmers of Temulus Village forest use patterns often conflict with forest resources management policy by the state. The dominant prespective of the state often makes the forest farmers of Temulus Village increasingly marginal and structurally repressed. The big question that would like to answered by this research is, why does forest management policies which have been planned and implemented in RPH Kedungsambi area cause the forest farmers of Temulus Village� resistance to this day? This study aims to find out forest resources management policy in RPH Kedungsambi area, resistance of the forest farmers of Temulus Village, alternative policy strategy by using regulatory negotiation. The study was conducted by using a discriptive qulitative method with a phenomenalogikal approach. The data used were primary and secondary data obtained through: (1) data collection in the form of documents and clipping browsing through print, (2) direct observation, (3) in-depth interviews, (4) FGD (Focus Group Discussion)-group discussion. The data were collected were then analyzed using qualitative technique. The results of this study that : (1) state-based forest resources management policies don�t side with forest farmers� interest, causing closed resistances in New Order government era and open resistances in Reformation government era. The government�s efforts to remove communities from forests and erase traditional rights of forest farmers on forest cause tension and conflicts, as well as threatening forest conservation
