| 总结: | Poverty is one of the social economic problems in regional development
that cannot easily be addressed until now. Decentralization policy which provides
the authority to local governments in managing their own territory included in the
set of policies in order to combat and reduce the number of poor people.
This research aims to identify the changes of poverty rate in East Java
Province before decentralization and decentralization eras. In addition, this
research also aims to determine the pattern of distribution of poverty, as well as
the correlation between the changes of Human Development Index (HDI) and the
changes of development expenditure with the changes of poverty rate. Types of
data used in this research is secondary data with analysis method used is
correlation, quantitative descriptive analysis and spatial analysis.
This research found that the changes of poverty rate that occurs in
majority of district in East Java Province before decentralization and
decentralization eras has decreased significantly, and only a small part of East
Java Province that the poverty rates has increased. While the distribution of
poverty that occur tend to be concentrated in the coastal areas both North and
South, as well as on the border of East Java and Central Java. The research also
found that the changes of Human Development Index (HDI) and the changes of
development expenditure had not a significant correlation with the changes of
poverty rate.
