description | This study is aimed to analyze the dynamic of the form of divided or unified
government which is connected to the making of local public budgeting (APBD).
The research focused on the dynamic of the form of divided or unified government
in the debate of the bill of local public budgeting (RAPBD) at local legislature
(DPRD). Meanwhile, the locus of research is the Pematangsiantar government in the
period of 2005-2010. Thesis of this research is �the dynamic of the form of divided
or unified government in the policy making process of local public budgeting in a
governmental period is caused by factor of the transaction of fee.�
All this time, the studies of the form on divided or unified government were
oriented to the United Nation of America�s political system which used arithmetical
definition. This definition emphasizes that the form of divided or unified
government depend on political party control at the two governments branch,
namely president and congress. That means that electoral system and voter behavior
are dominant to the form of two govenments. Thus, the form of divided or unified
government was considered as a permanent. Moreover, divided or unified
government always was connected with public policy making. This two government
form was considered as a dominant factors for public policy making. In other word,
this two government form always be positioned as a independent factors.
Behavioral interpretation is different from arithmetical definition. It
emphasizes that the form of divided or unified gogernment depent on supporting of
legislative to exevutive. When legislative gives majority support to executive,
unified government will be formed. Otherwise, divided government will be formed
if the support of legislative is minority. Nevertheless, the definition of behavior
interpretation is impressed systemic, whereas out of US government system, the
form of divided or unified government more dynamic and situational. Thus, the
situational meaning must be formulated. In this study, divided or unified
government concept connecting with transaction of fee. Divided government defined
as the failure of transaction of fee between legislative elite actors and major in the
debate of RAPBD. Meanwhile, unified goverment is vice versa. In the APBD policy
making at the one governmental period, the two governments form can occur
alternately which are caused by the factors. Thus, the case of this APBD policy
making be used as independent factor for the form of divided or unified government.
Based on the explanation above, the main problem of this research is, �Why
divided or unified government can be formed in the process of local public
budgeting policy making at the one governmental period? The main problem then is
elaborated into two problem questions were posed in this study. First, what factor
caused the formation of divided or unified government in a certain governmental
period? Second, how the divided or unified government may change during the
process of local public budgeting formulation in a governmental period? To explain
the two questions, theories which is used to explain the two questions are elite
theory (Dye, 1978: 25), and veto players theory from Tsebelis (1995, p. 289).
Qualitative method with case study approach is used to analyze the research
data. This method is chosen to understan not only the question of �what,� but also
�why� and �How� (Yin, 2002: 1). Since the case chosen in this research could be an
event, a programme or process of local public budgeting which is connected to the
form of divided or unified government, unit analysis of this research are all of
decisions which already have been made by policy actors. Triangulation procedure
is used to strengthening the validity or credibility of qualitative research.
Field research finding result that in the APBD policy making the dynamic
of the form of divided or unified government occured. That dynamic occurs in a
governmental period. In the debate of RAPBD years of 2006-2008 it resulted unified
government, meanwhile in the RAPBD policy making year of 2009 the result
divided government. Even so, the dynamic of the form of divided or unified
government in the phases of RAPBD debate did not occur. The phases are (1)
delivering the introduction of financial memorandum of RAPBD, (2) the general
notion of legislative members, (3) commission and consolidation commission
meeting, (4) finale factions notion and finale decision of DPRD. When in the early
phase of discussion a unified govenment was formed, then in the finale phase is the
same thing would happen. That occured at the RAPBD debate years of 2006-2008.
The same cases occured if in the early phase the divided government formed. The
failure of RAPBD debate year of 2009 has caused enactment of major regulation,
which is in this year the form of government is divided. The absence of the dynamic
of the form of divided or unified government in the phases of RAPBD debate,
neither in the unified nor divided government has verified that factor of transaction
of fee as determinant to the form of divided or unified government.
Based on information above, it can be concluded that the dynamic of
governmental which occured in the RAPBD debate at the Pematangsiantar City in
the period of 2005-2010 are unified government � unified government � unified
government � divided government. Afterwards, if we add the form of divided
government into early governmental form in the 2005, the dynamic of governmental
were divided government - unified government � unified government � unified
government � divided government. |
