According to Transportation Minister Decree No.31 of 1995. Developing BLI
(Bandar Laksamana Indragiri) passenger terminal as a center of
arrangement public transportation is not work properly. Ineffectiveness of
terminal has seen from the lack of use of terminal as a means of public
transport, therefore, the purpose of this research are (1) Evaluate function
BLI Terminal (Bandar Laksamana Indragiri) based on terminal function in
general, (2) Identify factors that affect the ineffectiveness BLI Terminal, (3)
Provide recommendations related to policy towards optimizing the function of
the BLI Terminal.
This research used the deductive method. Collecting primary data
obtained by observation and interviews to the public as a user terminal and
freight owners as terminal management and the government and as terminal
provider. The analyzing technique used deductive qualitative analysis.
The results of this research are: (1) Bandar Laksamana Indragiri
Terminal has not working properly as it functions as a terminal type B for the
government, the public / passengers, owners of public transportation services
and the terminal manager. (2)The trigger of ineffectiveness terminal is
unavailability of local public transport to the terminal, Inadequate road
conditions, incomplete terminal facilities for passenger/public, owners of
public transport services and public transport drivers (3) Recommendations
are proposed to optimize the function of terminal BLI to profide local
transport to make the mobilitation easier and incrase central economic
growth in the regional planning |
