Summary:The high urbanization in Jakarta has led many issues in the capital, either as a result of high congestion problems caused by a high rate of movement from the residence to the work site due to the settlements shifting to the suburbs for the middle to upper classes or slum areas caused by illegal land placement of middle to lower classes. Not supported by adequate mass transportation, congestion in Jakarta becomes a major problem the society perceives daily. The local government realizes that this problem must be solved as soon as possible. Through Transit Oriented Development (TOD) regional planning effort in the Spatial Plan of Jakarta in 2030, the government tries to resolve the problem. With the new concept of TOD applied in Jakarta, Manggarai becomes the first region having master plan document of station-based TOD area. Through similar characteristics in areas designated as TOD area, the possibility test of the application of Manggarai TOD is intended to look at the possibility of the application and implementation strategies which can be used as an input in planning other TOD areas in Jakarta. This study uses qualitative deductive method with rationalistic paradigm. The research is based on the master plan of Manggarai Station TOD from Dinas Tata Ruang Jakarta so the basis in the determination of the location, limitation of the study and discussion use the master plan as the primary source. Seen from the scoring result of the possibility of implementation, master plan of Manggarai Station TOD has been able to meet 89.68 % in compliance with the ideal conditions, but through the analysis of the existing condition, the master plan only fulfills 57.59 %. These results suggest that, to be implemented, the master plan needs to be adjusted to the existing condition. In addition, certain strategies are needed in order to bring the main purpose of TOD in reality, i.e as a solution for congestion problem and the need for land.
