| Summary: | Kendeng mountains in Pati Regency, has lots of natural resources, one of which is limestone that are excellent for cement companies. In 2005, PT. Semen Gresik offering capital investment of Rp. 3.5 trillion for the plan to build a cement factory. With the offer of the Government of Pati Regency can�t avoid for reasons, economic progress to revenue. Different from that Sikep Sedulur community that populated Kendeng Mountains for a dozen years, cement manufacturing presence would threaten the ecological balance. From this difference perspective then gave birth polemic factory establishment plan cement to year 2010.
As indigenous peoples, communities Sedulur Sikep have cultural values typical of local wisdom to solve public problems. One such local wisdom is srawung. However, the plan to build a cement factory, srawung undergone a transformation. Srawung transformation is then a strategy of advocacy against the plan to build a cement factory. With this background, the aim of this study was to determine the occurrence of polemic plan to build a cement factory and explore the local wisdom that a transformation srawung as public policy advocacy strategies Sikep Sedulur society against the plan to build a cement factory. Type of selected research is a qualitative study using a descriptive case study and content analysis. Data collection techniques using in-depth interview techniques and study documentation. Theoretical logic is constructed in this study based on the Theory of Environmental Ethics (Anthropocentrism, Ecosentrisme, and Ecofeminism) and Theory of Public Policy Advocacy. The findings of the research showed, polemics between Pati District Government, PT. Semen Gresik, and community Sedulur Sikep occurs because of the two different perspectives, interest-based perspective and value-based perspective.
