Summary: | The development advancement viewed from IPM development that
reflected advancement in education, health and economic fields. In Indonesia
social protection efforts for the poor with Jamkesmas existence from central level
to regional level had been implemented. The efforts aimed to improve a health
level as whole Indonesian development objectives, however there were still many
poor people who were difficult to access a health service through a Jamkesmas
due to Maluku Province, especially Central Maluku Regency its geographical
location affected Jamkesmas accessibility and service quality.
This research used a descriptive qualitative approach with a semistructured
interview technique to obtain information from the poor Jamkesmas
participants and also stakeholders on Jamksemas program health service. The
evaluation was conducted by an observation and monitoring towards program
enforcement based on Jamksemas program service user perception.
The result of this research showed that Jamksesmas program health
service generally had been implemented as what had been determined in the
program design. This indicated that public health security programs envisioned
by the government had played roles well. However, there was still obstacles i.e.
the distance of health service, lack of health facilities and health officers, health
officers unfriendly services and also they did not obtain socialization related to
the Jamkesmas program that affected satisfaction level of Jamkesmas health
service users and also obstacles of Jamkesmas Card distribution unsuitability due
to the poor data inaccuracy.
