Summary: | This research is study on establishment process, consolidation and
institutional course behind dynamic of subsidized fertilizer trading
regulation in Indonesia and institutional adjustment process due to problems
faced. As Israel (1990) state, challenge in managing institutional problem in
low technology agricultural system management (extension, credit,
distribution of input such as fertilizer) is very great, beside complex in
management view and relates to too many individuals and relatively broad
area.
In historical aspect, one of main components of agricultural policy,
fertilizer subsidy is part to apply green revolution movement to reach food
self-sufficiency by modernizing agricultural system. It is also to answer image
on Indonesian agricultural economy in the past that commonly contained
with pessimism over farmer capability to absorb modern agricultural
technique (Geertz, Boeke, Penny). Taking case in Kulon Progo regency, it was
qualitative research with triangulation technique.
From institutional perspective, the research indicated that fertilizer
trading system in Indonesia may classified into four periods: (1) pioneering
era in the old order, where fundamental mater related to introduction of
fertilizer usage, establishment of state owned fertilizer distributor and
