description | Local Government Revenue (PAD) is a measure of regional autonomy
in running the government, so that revenue is expected to sustain the needs of
the region. In Bantul, one of the popular local government revenue of the levy
sector is market levy. The advantage of market levy is the amount that the
quite large income coming from levies although the nominal is only Rp.20.
However, from year to year, the amount of the income from levy can always
be increased even the realization is always above the target. Could it be caused
by an good performance by the worker or by errors in setting the target?
Based on financial report for the last 10 years, the realization is always
above 100%. The question that will arise then is: How big is the real potential
of market levy? After real data obtained in the fields are calculated, it turns out
that the percentage of the realization that exceeded the targets only 70% - 80%
of the potential, which means that there are some incomes that its management
is not clear yet. Then, the next question is: what efforts have been made to
optimize market levy and what factors lead to market levy can not be
optimized? Some programs are conducted in order to optimize market levy
and identify the environment that influence it both internal and external.
Various attempts have been conducted by the Market Management
Office as the competent authority to manage the market, including the
intensification and extensification in every markets, even though the results
hasn't been as expected.
After the identification is conducted, it turns out that the factors that
inhibit optimization of market levy is collecting system that still allows the
deviation, in this case is the ticket system. In addition, the lack of both internal
and external supervision, so that these deviation keep running for years.
Beside those factors, the reward and punishment system hasn't been
implemented and this is give a reason for the officers to do deviation.
On the basis of the explanation mentioned above, the writer
recommend to the Office of Market Management to: set a revenue target as the
real potential or close to it, change the collecting system with a system that is
more accountable and easily controlled by all parties as soon as possible for
example by using an archiving system that can be monitored by all party,
implement a rewards and punishment system to the officers so that they can be
more careful, thorough but still eager to work and provide a deterrent effect
for those who abuse their authority. Conducting surveillance both periodically
and incidentally so the field officers will feel that they are always watched. |
