description | Road traffic collision is a serious problem in Indonesia. More than
100.000 crashes take place each year resulting more than 30.000 deaths.
This research is aimed to identify the road safety policy in Indonesia
dealing with this problem. Qualitative research method is used to analyze
the Road Traffic and Transport Act No. 22 of 2009, using content analysis
to compare it with 5 pillars principle of Decade of Action for Road Safety
2011-2020. Secondary data and field observation are then used to identify
the constraints that obstruct the implementation process of the policy, and
to determine the possible actions to eliminate those problems.
It is concluded that the concept of road safety policy regulated in
the Act is not comprehensively designed as an effective road traffic safety
management. Several points such as the development of institutional
management capacity, road user behavior, and responsiveness to postcrash
emergencies, are not based on rational analysis and remedy. These
disadvantages combined with limitation of resources and bureaucratic
pathologies turn out to be the main restriction in achieving the road safety
goals in Indonesia. In short, reformulating the road traffic policy is needed
to optimize the role and responsibility of core groups of government
agencies to be involved, supported with effective coordination
arrangements, as well as the development of effective financial resources
allocation and knowledge transfer resources.
This research suggest that the country needs to develop the
limitation of private vehicle system and yet enhancing public
transportation in mass transport basis, along with the optimise of colleges
and aid agencies to develop human resource capacity. |
