| Summary: | The aims of the research are to (1) understand the potency and management
of fishery sector in North Sulawesi, (2) understand the implementation of legal
aspects from central to local government on fishery resources management and (3)
understand the supporting and resisting factors for developing fishery sector in the
North Sulawesi.
This research used empirical normative method. Primary data were taken
from the field research by using interviews and reviewing documents and
secondary data were taken from the literature studies. The empirical research was
used to address real problems for developingan investment of fishery sector in
North Sulawesi.
The research finding shows that North Sulawesi has vast fishery resources
and becomes strategic point for the development of fishery sector investment.
However, legal aspect also plays significant roles to attract more investment in
North Sulawesi. The legal aspects should be supported by the dynamic and
contextual rule of law and clear regional regulations. North Sulawesi has many
supportive resources such as sufficient infrastructures. Unfortunately, the careless
government and overlapping regulations still constrain the development of
investment in this area. |
