the operation of tourism activities are environmentally sound. As one of the
efforts in implementing these regulations and as an effort to create a good tourist
attraction, the local government of Bantul perform Setup program of Parangtritis
Beach.
Setup program of Parangtritis Beach as mentioned has given rise to
horizontal and vertical conflict that has lasted at relatively long time. Therefore a
resolution in an attempt alternative dispute resolution mechanisms needs to be
adopted. This study aims to determine the factors that cause conflict and conflict
triggers enlargement. In addition, this study also aims to find out what alternative
mechanisms that can be taken as an effort to resolve conflicts.
The results showed that the factor causing conflict is the differences of
interest between Bantul regency with affected communities. Enlargement of the
conflict triggered by the provocation and advocacy from outsiders. In addition, the
differences in perceptions about the causes of the conflict made settlement
approach made by Bantul Regency was not effective.
The results recommend a win-win solution that can be taken to achieve
conflict settlement is through the mediation mechanism. Parties selected as an
acceptable mediator sought by citizens as their position in the conflict is in the
weak. Thus the process of mediation and reached agreement as the result of the
mediation process will be acceptable to both parties. |
