Summary: | This paper describes about the implementation of education reform policy
at university degree in Japan that happened during 1971-2013. This research is
focused on the background of education reform event and the chronology of the
implementation of education reform policy at university degree in Japan.

In analyzing process, this research uses the policy implementation theories
from Grind e. The analyzed aspects are the product of that reform implementation
and the influence factors. The research method used in this paper is historical
method by using literature study.

The research result shows the products of implementation of three
education reform policies at university degree, they are the status change of
national university, passing examination, and university internationalization.
After changing the university status, nowadays national universities are more
flexible in managing administration and collaborating with external
. University examination started in 1991 actually can not overcome
student's problem to pass the university examination. Internationalization of
Japanese university by targeting 300,000 foreign students in 2020 predicted to be
accomplished by the cooperation between the government and university.
