Summary: | This study discusses the learning process in policy development of UPAS school
bus. Technical-operational policy becomed focus of UPAS in developing the school
bus policy. Policy changes that happened since 2007-2013, are the starting point of
this research. The key aspect that determines whether or not it is a learning process
are information and data, defining problems every year, knowledge that gained
from field, problem-solving strategies and interaction between actors.
The findings had mentioned that aspects of the learning process as a whole are not
met. Knowledge based on experience gained only by communication from UPAS to
students. The problem faced was based on the experience of previous years. And the
solutions are not integrated with the information obtained. Interaction is performed
only on the advice ranges between actors.
The appearance of a lack of interaction and problem-solving strategies had
becomed a conclusion on this research. Another aspect that shows the learning
process UPAS obtained with the help of a consultant role. For that reason, it is
suggested that UPAS deeper interaction with other actors and also integrate with
other transportation policies in Jakarta.
