The birth of this law is part of the spirit of transparency and as the fulfillment of Citizen Rights (right to know) as constituted in 28F of the 1945 Constitution . Province of Lampung is one that have to participate in this act. However, in practice, public institutions in Lampung still reluctant to provide information to the public�though Lampung is one of the provinces in Indonesia with the fastest response in the form of Regional Information Commission as the supporting structure of the implementation of No. 14 of 2008 Act. This research tried to describe how the implementation of Freedom of Information Law (No. 14 of 2008 Act) in Lampung Province in 2010-2013? With the case study method, this research seeks to explain how the achievements, constraints, limitations, as well as a map of the organization of public disclosure issues that occurred in the province of Lampung. The results of this study indicate that the implementation of the Freedom of Information Law in Lampung Province in general is characterized by the formation of the supporting structure in the form of KID and PPID, not yet reached the shifting bureaucratic paradigm and more open to serve the community. Therefore at least needed coercive regulation, strengthening of institutions and human resources, as well as specific incentives for local government apparatus so that public disclosure can really happen in Lampung Province .
