Summary:The objectives of research were to find out whether or not the laborers get law protection in the implementation of certain timework contract and to find out the constraints inhibiting the law protection for the laborers in time work agreement certain time work contract in Textile Company of Surakarta City. This research was a legal study that was empirical in nature, the one concerning the enactment or the implementation of normative law stipulation in action. The data of research used included primary and secondary ones, consisting of primary, secondary, and tertiary law materials. The respondents of research were the company and laborer in Batik Danar Hadi, Kusuma Mulia, Pan Brothers, and Batik Semar. Meanwhile the informant was employees of manpower supervising in Manpower Office of Surakarta City and Leader of Surakarta Labour United. The instruments of collecting data employed were questionnaire, and library study or document study. The data analysis was conducted qualitatively. From the result of research, it could be concluded that the implementation of certain time work contract in Textile Company of Surakarta City had not given law protection completely to the laborers. It was because some companies still enacted probation to the employees, and unregistered time work agreement in Manpower Office.Some violations were still carried out against the type of job performed by the laborer because it had not been consistent with legislation, the exclusion from Jamsostek program and the presence of maximal limit of overtime work. Meanwhile the constraints arising that influence on giving law protection to the laborers included no punishment over the violation of unregistered time work agreement in Man power office, the different interpretation on job type bond by time work agreement, the less optimal performance of supervising officer in undertaking supervision, the lack of supervising personnel leading to non-optimum result. The company suggested such reasons as company efficiency, rented workplace, so that there was no certainty about the business sustainability, and uncertain economic condition. Meanwhile, from the laborers, the constraint was no laborer reports the violation committed by the company because of the fear of being fired or not renewed of their time work agreement.
