description The implementation of affirmative action policy set out in Law No. 21 2001 on Special Autonomy for Papua Province is an action to address the inequality of Indigenous Papuan People with other residents in Indonesia through its participation in all development aspects including in governance. For realizing the ideal and responsive bureaucracy, in addition to the existing affirmative policies, it needs a bureaucratic representation element or also called representative bureaucracy with calling for representation of the society plurality in order to achieve equality and justice.Nevertheless, the application of Law no. 21/2001 and then to compartmentalize and exacerbate primordial ties among Indigenous Papuan People at the tribe level, up to the clan level. This thesis analyzes the contestation among indigenous Papuans in the bureaucratic structure based on primordial ties to uncover how the primordial contestation in positioning in the bureaucratic structure of Manokwari Regency Government. The thesis uses qualitative research methods by Grounded Theory approach, and applies the method of Grounded Research that seeks to construct a theory or basic concept based on the data in the field. The study result concludes that the positioning determination of the structural officials in the bureaucracy in Manokwari Regency Government relatively in accordance with applicable legislation, despite indications of the existence of a \"special\" policy issued by the Regent for positioning the officials based on primordial ties in some official leaders of local government working unit (SKPD). Being viewed from the representative and affirmative policies in the bureaucracy contained in the Special Autonomy Law for putting indegenous Papua people as priority, it can be said to be successful. However, the matter is not in the placement of the Papuan people in general, but the placement leads to the tribal reason. The impact arises from the forming of tribal-oriented New Autonomous Regions (DOB), the emerging of various society demands which culminated in the obstructed actions imposed on public budgets and public services, to cases of corruption.
