description The research is entitled The Meaning of Silih Asih, Silih Asah, Silih Asuh (3 SA.) Based upon The Wisdom of Sundanese Culture in the Perspective Philosophy of Value: The Relevance for the Empowerment of the Poor (Case Study in Bandung and Sumedang). The background of the research was derived from the phenomenon of the decreasing meaning 3 SA. as a Sundanese cultural wisdom that contains the value of human empowerment in the life of people in Tatar Pasundan. This study aims to explore and express the meaning of the values contained in the meaning of 3 SA. according to the wisdom of Sundanese culture, and the relevance for the empowerment of the poor. Based on that reason, to get the meaning 3 SA., it can be fostered through the collective consciousness of the community through poverty alleviation programs in urban and rural areas. This study used qualitative methods in the philosophy approach. The sources of primary data were obtained from the study of literature relating to the philosophy of value as a formal object and the object of research material in the form of 3 SA. meaning according to the wisdom of Sundanese culture, while the secondary data were obtained from the results of a field study of the material object. The course of study followed the steps of data collection, data reduction, data classification, data display, and conclusion. Data analysis used the methods of: Historical, hermeneutics, heuristics, interpretation, and description. The results showed that the essence of the Sundanese cultural wisdom contained moral of value Sundanese life in the past until now that became the community guidelines and outlook on life, which appears in the form of culture and cultural elements. Moral value in building togetherness to improve the quality of people's humanity in their life was existed in the concept of 3 SA. The meaning of the 3 SA. value according to the wisdom of Sundanese culture in a systematic philosophical perspective suggests that Silih Asih implied ontological value, Silih Asah implied epistemological value, and Silih Asuh implied the axiological value. Essentially the poor was due to the helplessness to optimize a function of the composition of the nature in the form of the soul (mind, sense, intention) and physic in life, and so it needed a transformation in the nature of empowering value in human nature that became the essence of empowering the poor. The essence in the meaning of 3 SA. was universal in accordance with the values of Pancasila and used as a method of empowerment of the poor containing the characteristics of philosophical thought, namely: conceptual, coherent, and systematic. To internalize the meaning of 3 SA. value in community empowerment program, in rural communities it was more conducive than urban areas, due to lack of public awareness about the relevance relationship with the program , the decrease of 3 SA value in acculturation, lack of collective consciousness to reactualize in reality of people's life, so it is necessary to refunctionalize the meaning of 3 SA. value in community empowerment program disseminated to the public
