| Summary: | The aim of this research is to analyze towards the success of Coalition of 23
Interest Groups involved in People Coalition for Constitution (KORSI) in influencing the
process of decision formulation for industrial zoning district in Raperda Spatial and Area
Management Planning (RTRW) Kabupaten Subang 2011�2031. The final decision of
industrial zoning district in the regency is divided into 7 areas account of political interest
of KORSI. It also tackles the PDIP fraction�s recommendation reinforced by Golkar and
GNK Fusion fractions which have the major authority in DPRD.
The data used in this research were primer and secondary data. The primer data
were gained through in�depth interview lead by interview guide. The secondary ones
were got from KORSI�s documents, DPRD notes, and additional information from mass
media which is relevant with the research.
Based on the analysis, KORSI is formed through three steps that are initiation,
consolidation, and confrontation phases. Institutionally, the coalition is strong because of
some reasons. First, there is impetus of all coalition members towards an issues made.
Second, there is close relationship among the members. Third, there is belief that the
members can�t stand with the others and that they sound idealism�based issues. Forth,
there is an agreement that is able to cool down the internal conflicts and an openness
culture to accept other elements which eager to join to the coalition.
The success of KORSI is caused by several factors. Institutionally, the coalition is
strong because the issues are argumentative and are able to dominate public opinion, the
coalition members always thrive to their aims, the coalition succeed to mark up the
fraction strength in DPRD that is useful to communicate and lobby to their networks, the
coalition has bravery to complete political transaction with an elite part in term of
purposive tools and political constellation providing benefits for them.
