This study is explorative, referring to the experience and practices in society. Researcher focus on finding ways for communities to work together with BPBD. Data was collected through in-depth interviews from key informants, observation, and documentation.
The results show the system of knowledge, ways of working, reference work, and interests the BPBD not be paired with communities. Despite the fact that communities are able to cooperate and synergize with external parties (NGO). NGOs seem have a strategic position, the quality of the synergy between the NGO with communities and the NGO with the government has developed. As a result of cooperation, innovative learning behavior, and mutual trust. The synergy between the government and the public can be preceded by an external party, but it can trap the culprit in the situation of mutual to take advantage primary government. Nine steps are formulated in this study to raise synergies as an effort to optimize the role of all parties, the term is called \"pareto optimum\". |
